Sam was born and raised in Connersville, the son of Jeff Locke and Janice Steele Locke, and graduated from Connersville Senior High School. He went on to attend Indiana University in Bloomington on a ROTC scholarship and graduated with a B.S. in secondary education and B.A. in political science before being commissioned an officer in the U.S. Air Force.
Sam earned his master of public administration degree from the University of Wyoming while serving in the Air Force at Francis E. Warren Air Force Base.
After leaving the military, Sam has helped generate more than $20 million as a fundraiser, consultant, and operations manager in the non-profit industry. He is a member of the Association of Fundraising Professionals, the American Legion, and an Eagle Scout.
He is also a member of the Chamber of Commerce of Southwest Indiana, the Indiana University I-Association, a lifetime member of the Indiana University Alumni Association, and a member of Alpha Sigma Phi Fraternity.
Additionally, Sam is the current treasurer of the Floyd County Democratic Central Committee and chairman of the 9th Congressional District Young Democrats.
Sam and his wife Kara live in Floyds Knobs.

Elected Indiana’s 54th State Auditor in November of 2006, taking office Jan. 1, 2007, Tim Berry serves as the chief financial officer for the State of Indiana.
As Allen County treasurer, Berry cut budget expenditures to the lowest cost per capita of any treasurer in Indiana. During his tenure as State Treasurer, Tim returned 12 percent of his budget appropriation back to the state general fund, and since taking office as State Auditor , he has cut office expenditures 3.8 percent from prior levels. Berry’s office is already on track in fiscal year 2010 to return over 12 percent of his budget appropriation back to the state general fund.
